Con mucha tristeza la Internacional Socialista ha recibido la noticia del fallecimiento del antiguo Presidente de Argentina Raúl Alfonsín, uno de los líderes más respetados de América Latina y un campeón de las libertades democráticas, quien murió de cáncer al pulmón el martes 31 de marzo de 2009 a la edad de 82 años.
Hijo de padres comerciantes, Alfonsín nació en Chascomús en el año 1927, estudió Derecho y fundó un periódico local antes de iniciar su activa participación en la Unión Cívica Radical (UCR) al final de la década de 1950. Primeramente electo al Parlamento nacional en 1963, logró prominencia como uno de los únicos políticos que se atrevieron a pronunciarse contra el gobierno militar que derrocó a Isabel Perón en 1976, creando una organización independiente conocida como la Asamblea Permanente para los Derechos Humanos y defendiendo a prisioneros políticos en los tribunales.
Tras el colapso de la Junta militar del General Galtieri a continuación del conflicto con Gran Bretaña, las leyes que prohibían los partidos políticos fueron derogadas, y Alfonsín resultó triunfador en la elección presidencial de 1983. Como jefe de estado, el nuevo Presidente fue una figura inspiradora que libró una firme batalla en favor de valores progresistas, reformando la constitución del país, iniciando un programa de alfabetismo que fue galardoneado por la UNESCO, y estableciendo una Comisión Nacional sobre la Desaparición de Personas (CONADEP) que eventualmente ganó reconocimiento internacional por su provocador informe 'Nunca Más'. Alfonsín llevó asimismo a 9 miembros de la ex junta militar a juicio para responder por sus acciones durante la 'guerra sucia' de 1976-1983, poniendo en prisión a miembros del régimen represivo por sus crímenes contra los desaparecidos y violaciones a las libertades cívicas.
Durante su Presidencia, y más tarde como un estadista mayor, Raúl Alfonsín mantuvo su firme compromiso con la democracia y la solidaridad internacional. En 1996, bajo su liderazgo, la Unión Cívica Radical (UCR) se incorporó como miembro de la Internacional Socialista y más tarde Raúl Alfonsín pasó a ser Presidente del Comité de la IS para América Latina y el Caribe y un Vicepresidente de la Internacional Socialista. Su entusiasta dedicación y contribución a nuestro movimiento serán recordadas por mucho tiempo con afecto y gran respeto por todos sus amigos y compañeros a través del mundo. Honramos su memoria y rendimos homenaje a su vida, a su trabajo y a su profundo compromiso personal con los valores y principios que compartimos.

It was with great sadness the Socialist International learnt of the passing of former Argentinean President Raúl Alfonsín, one of Latin America's most respected leaders and a champion of democratic freedoms who died of lung cancer on Tuesday 31 March 2009 at the age of 82.
Born to shopkeepers in Chascomús in 1927, Alfonsín studied law and founded a local newspaper before becoming active in the Radical Civic Union party (UCR) during the late 1950s. First elected to the national Parliament in 1963, he came to prominence as one of the only politicians who dared to speak out against the military government that toppled Isabel Perón in 1976, setting up an independent organisation known as the Permanent Assembly for Human Rights and defending political prisoners in court.
In the wake of the collapse of General Galtieri's military Junta following the conflict with Britain, laws prohibiting political parties were lifted, and Alfonsín won the Presidential election of 1983. As head of state, the new President was an inspiring figure who waged a determined battle for progressive values, reforming the country's constitution, initiating a UNESCO-award winning literacy programme and setting up a National Commission on Disappeared Persons (Conadep), which eventually won international acclaim for its provocative 'Never Again' report. Alfonsín also put all 9 members of the former military junta on trial to answer for their actions during the 'dirty war' of 1976-83, jailing members of the repressive regime for their crimes against the disappeared and violations of civic freedom.
During his Presidency, and later as an elder statesman, Raúl Alfonsín maintained his firm commitment to international democracy and solidarity. In 1996, under his leadership, the Radical Civic Union (UCR) joined the Socialist International and he later went on to become Chair of the SI Committee for Latin America and the Caribbean and a Vice-President of the Socialist International. His enthusiastic dedication and contribution to our movement will long be remembered with affection and deep respect by all his friends and colleagues worldwide. We honour his memory and pay tribute to his life, his work and to his deep personal commitment to the values and principles we share.
